So to everyone who is like "what the hell, where are all my quest npcs" you should look over here:

Look at the "states" of the isle and the way they are spawned.

In a nutshell: More quest / Gold donated - More NPCs appear.

btw, do 3 avalivable quests, then do the new ones and bam u got all unlockedˇ
